The purpose of the FIRM is to rate flood insurance policies through the National Flood Insurance Program. Based on hydrologic studies where engineers attempt to determine how high water might rise and how often it could reach such heights. The 100 year flood is a flood that hydrologic engineers estimate has a 1% chance of occurring in any given year. This is also known as the base flood.
